Planning commission gives new shopping center final approval

The Troy Planning Commission approved the final plat design for the Hutton Troy Marketplace Thursday evening, bringing the shopping center one step closer to construction.

David Register of Survey South, representing Hutton, said a few slight changes had to be made to the design including the delivery and pickup route for trucks, but the square footage for the center remains the same.

The commission unanimously approved the final design for the property.

The new 130,000 square-foot shopping center will be anchored by Hobby Lobby and TJ Maxx and will also include multiple other stores that have not yet been announced. The center is also designed for future development including more shops and restaurants. The new center will be located on U.S. Highway 231 next to Lowe’s across from Troy Regional Medical Center.

Register also represented Stone Martin Builders, requesting for the commission to add 10 more homes to a subdivision planned off Trojan Parkway. Previously referred to as the “Carolina Pines” subdivision, Register said the neighborhood will now be known as “Walter’s Branch.”

The subdivision would be near the end of the road, one of two roads created in the “Enzor Road Connector Project” completed in 2016, near the intersection with Enzor.

The development will have homes of 1,900 square feet to more than 2,000 square feet and would be primarily three- and four-bedroom homes.

Register requested that a 25-foot buffer between the homes and Enzor road be included in the individual lots, but the commission declined the request, stating that the buffer was specifically requested to be owned by the homeowner’s association to ensure the vegetation remains as a screen for other homes in the area.

The commission approved the addition of 10 homes to the plan, with the buffer exception and the exception that there is no personal access to Enzor Drive from any of the homes.

A request to annex and rezone 14.5 acres of property to apartment zoning on Elba Highway was tabled to the next meeting at the request of representative Mitchell Davenport.

“I have only just been made aware of the opposition to this development and we would like 30 days to talk to neighbors and see if we can work something out,” Davenport told the commission. More than a dozen residents from the area had come to voice their opinions on the development, which would be located adjacent to Mobley Drive across from God’s Way Baptist Church and the Witherington Insurance Group.

The commission agreed to table the matter until its November meeting.

The commission also voted to move its November meeting to November 21 instead of Thanksgiving Day. The commission will meet at 3 p.m. that day.
