Sex offender charged with felony

A Troy man previously charged with a sex offense has been arrested on a felony charge of violating the Sex Offender Notification and Registration Act (SORNA) for living too close to a school.
Michael Germain Kenard, 47, had attempted to register as a sex offender with the Troy Police Department as a sex offender in June 2017 according to Chief Randall Barr.
“He gave an address on Aster Avenue which was denied because it was too close to a school or daycare,” Barr said. “In August, officers were investigating a domestic dispute on Aster Avenue in which Kenard was involved. The investigation revealed that Kenard had been living at the residence on Aster Avenue despite being denied and told that he could not live there due to the close proximity to a school.”
Kenard was arrested Saturday without incident.All SORNA violations are Class C Felonies punishable by 1 to 10 years in prison.
Kenard was booked into the Pike County Jail and released on $5,000 bond.
