Frank Thomas, developer of the tract of land on the south side of the Franklin Drive extension, addressed the Troy City Council on Tuesday with a litany of requests.

The requests dealt with an agreement that the city and Thomas made October for the donation of a dirt removal easement for the new development.

Among the items Thomas requested were all pertinent documents and CDG surveys, evaluations and responses dealing with the development.

Thomas said that he was excited to see the work that has been done and the businesses that have already opened up, and said that his requests were to finalize his agreement with the city.

The council did not speak to any of Thomas’s requests at the meeting, instead going into executive session during the prior work session to discuss the matter.

In Alabama, executive sessions can only be called for a few reasons, including the discussion of a person’s general reputation and character, pending litigation and the purchase, sale, exchange, lease or market value of real property.

Other business at the council meeting included the approval of a lounge retail liquor license to Trojan Tavern pending that it’s future home at 203 Love Street meets its building requirements.

The council also gave their consent to the Troy Hospital Health Care Authority to finance two pieces of equipment. The hospital was required to report to the council based on a 2010 agreement with the city.

However, the cost of the items will not be guaranteed by the city. The hospital is simply required to report to the city.

The council also approved the addition of a blood-borne pathogens exposure control policy that will ensure that city employees at risk of being exposed to blood-borne pathogens are kept safe.

Mayor Jason Reeves re-appointed Bill Hopper and Sam Green to the Troy Planning Commission.

The next regularly scheduled meeting of the Troy City Council will be held on Tuesday, January 10 at Troy City Hall. The council will meet upstairs for a work session at 4 pm. and the regular meeting will begin in the downstairs at 5 p.m.
