If funding can be secured, the Troy Municipal Airport could see more than $4 million in improvements to taxiways and lighting during the current fiscal year.

The Troy City Council on Tuesday approved a Capital Improvement Plan as requested by the Federal Aviation Administration.

“Each year we’re required to submit a plan for the coming year,” Mayor Jimmy Lunsford told the council members. “This year, they’re requiring us to submit a plan for five years.”

Lunsford said federal guidelines guarantee airports will receive at least $150,000 in funding each year for maintenance and improvements.

Working with Michelle Hunter, an engineer with Goodwyn Mills Cawood, the city prepared a plan that would address several issues cited recently by the Alabama Department of Transportation.

The plan includes $75,000 for an airport layout plan update; $450,900 to replace and upgrade runway and taxiway lighting on 7-25; and $1.316 million to reconstruct the 14-32 taxiway.

“I know they’re going to require us to update the airport layout plan and I know the lighting needs to be brought up to standard,” Lunsford said. “We’ll have to see if we can secure federal funding for the taxiway reconstruction.”

During a work session prior to the meeting, Lunsford said the 14-32 runway is in good shape. “But the taxiway is just awful,” he said. “If the FAA says no, we will have to go back and figure out something else.”

The remaining years in the plan call for additional runway repairs and reconstruction; construction of a ramp expansion; and high intensity lighting system improvements.

The council also approved preliminary plans for the construction of a new nutrition center at the new library site. Architects presented schematic drawings to the council for a 4,500 square foot building to include a dining area, a gaming area, lounging areas and a screened-in porch.

In other business, the council on Tuesday:

• Approved the purchase of a new truck for the Fire Department. Low bidder was Ken Cox Ford at $21,605.87. The truck will replace an equipment van and a captain’s car.

• Approved the purchase of a new vehicle for the Police Department. Bill Jackson Chevrolet was the low bidder at $27,455.48.

• Awarded the contract for construction of a new water well to Donald Smith and Co. The company bid $764,612 for construction of the well, which will be placed on property at the Sportsplex on Enzor Road. The council had rejected the first round of bids for the project.

• Heard an update from Lunsford on the sewer and water line improvement project and street widening projects.
