A new day care center may be coming to 1402 Park St. thanks a variance granted Thursday by the Troy City Board of Adjustments.

Walt Stell of Environmental Precision Associates represented the property owner, Sonya Shirley, and said the house would be able to facilitate the care of 40 to 50 children.

Concerns were raised about the traffic on the street and whether the new day care facility would be able to adhere to the number of safety precautions the state of Alabama requires of day care facilities, such as posting emergency procedures, having fire-retardant paint and fencing outdoor play areas.

According to Melissa Sanders, secretary to the Board of Adjustments, the BOA approved the variance with a couple of stipulations.

“The motion to approve was based on following the state criteria and getting approval from the state and also with the criteria that it has to have one way in and out,” Sanders said. “That way, when the building official comes with the building plans to put in the driveway, or whatever, the building official will enforce that.”

Marlon Hamm, Troy resident, said he attended Thursday’s meeting because his family is trying to build and operate the day care.

“We want to offer a service and, from what we understand, there’s a six-month waiting list for most children,” Hamm said.

Hamm said that the facility would offer a safe environment and would help parents whose children are on waiting lists.

Hamm said the issue of traffic on Park Street would not deter parents from the day care facility.

“We plan on building a real nice facility,” Hamm said. “And, we have a big yard for the children to play in, which will be fenced in.”

Hamm said security is his biggest concern, and he is already taking steps to provide a secure environment for the children.

In other business, the BOA on Thursday approved the request of a variance to place two single family dwellings on one lot located at 102 Sun St.

The approval met some resistance from a local citizen concerned the plan to build the two single family dwellings would devalue the property in the surrounding area.

Stell, who represented Alabama Landscape Contractors LLC, said the owner, Darren Stephens, plans to build to single family dwellings and, because Stephens lives on the same street, he would not intentionally build anything that would devalue the surrounding property.

“Mr. Stephens is across the street from this property,” Stell said. “He wants to build something nice that would add to the value of his property and is certainly not going to hurt the neighborhood.”

The only other business conducted during Thursday’s meeting was the approval of a variance to locate a mobile home at 411 Alphonsa Byrd Drive.
