“Jail staff initially found the subject and conducted CPR on him while waiting for paramedics,” Scarbrough said.

The man had been arrested around 11 a.m. and detained on third degree domestic violence charges, Scarbrough said. Although police would not release the name of the man involved, according to police reports 54-year-old Billy Farris of 102 Thomas Circle in Troy was arrested around that time Tuesday and charged with third degree domestic violence.

Farris’ family members could not be reached for comment Tuesday night.

According to Scarbrough, the prisoner underwent a medical screening prior to being admitted, as do all inmates in the city jail. “There was an initial medical screening process … by jail staff,” he said. The prisoner was alone at the time of the suicide attempt, Scarbrough said.

Paramedics transported the prisoner to Troy Regional Medical Center after he had received care by jail personnel. “Our jail staff is prepared,” Scarbrough said. “They’ve received a good bit of training to deal with this, including how to administer CPR.”
