Bay County Sheriff Department has arrested a third man in connection with a sexual assault that occurred in Panama City Beach during Spring Break. Two Troy University students already have been charged in the incident.

On Wednesday, the Florida law enforcement agency reported the arrest of George Davon Kennedy, a Middle Tennessee State University student, on charges of sexual battery by multiple perpetrators.

Kennedy was arrested in the Atlanta area, according to a press release from the Bay County Sheriff Department. Investigators learned that Kennedy has family in Dekalb County, Ga., and made contact with the Dekalb County Sheriff’s Office, how located and arrested Kennedy.

Delonte Martistee, 22, of Bainbridge, Ga., and Ryan Calhoun, 23, of Mobile, Ala. were arrested Friday in Troy and transported to Bay County. Both have been suspended from Troy University pending the outcome of the case and Martistee was released from the track team at the university.

All three arrests stem from a video recording discovered during an investigation into a shooting in Troy. Local police found the video on a cell phone and suspected it showed an incident that took place at the beach. In the video, a crowd of onlookers reportedly stands around as a female who appears drunk and passed out is assaulted by multiple individuals.

Officers turned the video over to the Bay County Sheriff’s Department, where officers were able to identify the victim in the video. After speaking with witnesses, officers confirmed the incident took place between March 10 and 12 on Thomas Drive behind the well known bar Spinnaker.

A ban has currently been put in place to ban drinking on the beach after the video of the rape surfaced.

Law enforcement officials have reported that they will seek to extend the ban, which is set to expire at the end of spring break season on April 18.
